What should be shown in the proposal chart? #5
Description
In the current qplan, the Proposals Chart tab shows "OB Percent Complete." In the current regulation, PIs can submit OBs of which the sum exceed the allocated on-source exposure time. In addition to this, each OB normally has different on-source exposure time. I think it's more useful/reasonable to show the percentage based on "total exposure time of executed OBs" / "allocated exposure time." I guess there were some discussion in the working group in the past, so if there is a reason behind the current implementation, I'd like to know it.
