Config options for showing and shortening gitlab url

It would be great if users can choose whether to use those features. I would have implemented this feature if I could, but I'm not so familiar with Ruby to do this.

I'd just be interested in why you want to disable it at all? It's used to not clutter the IRC message with a 400 character URL. :)

It makes delay when opening shortened urls since I live in South Korea.

Ah okay, sounds reasonable. I'll figure out how to make it optional. Would prefer gitlab-irc to provide other URL shorteners or deactivate it all via an option in the config file?

Thanks! I would prefer deactivate option but it would be useful for the future if you make both of them.
