Lab Equipment - "install" menu on station not on LEC

For consistency, it might be better to add a "Manifest" button to the Lab Equipment Container which allows users to "Move" the equipment to the Lab.

This could also pave the way in the future to "Move" equipment back into a LEC as well as "modular" equipment slots.
