Material Exposure Bay - experiments "install" and don't use "move" dialog.

Might be better for users if everything uses the same mechanism.  So even if there is only a single MEE on a station, instead of "install" the menu should use "move".

In fact, might be even better to make it look like the stock "Transfer Crew" dialog. Perhaps use the "Storage Manifest" dialog? Would clean up the part menu.
