Nanosecond precision?

This package says "nanosecond precision" in the description, and API looks as if this is possible. You can't have nanosecond precision in GHC as it only support microsecond precision timeouts and delays, so the API and package description are misleading.

The main part of the package is the data type, which has nanosecond precision. You can use it via FFI with system functions that actually accept nanoseconds (e.g. clock_nanosleep). The timeout/threadDelay are just there for convenience (so that I don't have to convert to microseconds by hand), it wasn't my intention to imply that these versions have a different resolution. You can make a pull request that clarifies this point in the Control.Concurrent.Timeout documentation, I'd be happy to merge it.
