New release on packagist

Hey @mtibben ,

I've just sorted out a bunch of PRs and migrated to GHA, and sorted support for PHP <= 8.4.

I can do a GH release, but I don't have access to Packagist. Any chance you can give me access to packagist to do so (or roll the release there yourself)?
