apweb not starting

@mtbsteve, after I set up as per the given instruction, I went on to test the apsync with my pixhawk and tx2 dev board. I ssh using the Ip 10.0.1.128 and did screen -list it showed me 3 sockets as shown in the instruction txt file. but when I did sudo screen -list it says no socked found and also I am not able to fetch any param from the mavlink. please any suggestions on this. thanks
