Get rid of channel ban plugin

ACLs provide all needed functionality. Ban db could be easily migrated but probably not worth it.
Pretty sure nobody has actually used channel ban feature.

Chat commands /channel_ban #chan name1 [name2 name3 ...] and /channel_unban #chan name1 [name2 name3 ...] could be included in ACL plugin as a convenience shortcuts.
But in the end it is exactly same as doing /channel_acl #chan playername deny, just wont allow banning many players at once.

Well, just swap the args: /channel_acl #chan deny player1 player2 player3.

This also makes more sense to:

• Show full channel ACLs with /channel_acl #chan
• List channel bans with /channel_acl #chan deny
• Change channel bans with /channel_acl #chan deny playername
