implement HetSNPs major/minor plot #52

Data deposited for NYGC AAPRAD sample COL-1088-Z1
We are going to replace the png for the 2D hetsnps major/minor plot with a real plot.
Currently hetsnps_major_minor.png is being shown.
Instead please use hetsnps_major_minor.json to implement the same plot. This will be a four column table of minor.cn, major.cn, jabba_cn, and color. Each data point will be plotted with x as major.cn, y as minor.cn. Jabba_cn color is specified within color. We want the colors to match the multiplicity plot colors (i.e the color for 1 consistent through the page). Please implement as such and I can deprecate the color column. Alternatively, you can provide me the color mappings for the integer states and I will specify the color.
You will also see secondary axes in the png with histograms on top and right. Lets hold off on these before the basic scatter plot is implemented. We can iterate further once implemented.
Please also keep the location of the plot the same.
