install vcpkg after ninja feature from rapidsai overwrites ninja version to anxient one #30
Description
when I install vcpkg feature after ninja from rapidsai (which is latest 13.1), vcpkg overwrite ninja to 1.11 (from apt? from vcpkg's hardcoded xml / json with tools versions?), so anyway I have to reinstall 1.13 ninja in post create by hands once again as quick workaround to go further.

better to check scenario and figure out why vcpkg breaks already installed ninja
