mkdir not mkdirs in setip.py #5

Description

@billlion

I am running on Ubuntu 16.04 LTS with Python 2.7.12 . I ren setup.py but it failed as os had no method called mkdirs, so I changed it to mkdir and it ran successfully. I ran it as root but then I had to chown the .celnav directory in my home directory. It runs now and is nice. [I am sailing StLucia-Bermuda-NY next month so hope to try it out. I was just using an python ephem script of my own with no interface - yours is nice.]
