Add support for -t when tag only exist in one file

When a tag only exists in dst or src. Let it be possible to let -t affect the behavior.
Expected behaviour:
It tag only exists in src copy only to dst if src newer than dst.
If combined with -b and tag only exist in dst, copy to src.
If the tag only exist in the older file, remove the tag.
