Namecheap doesn't seem to honor .cpanel.yml #1

It appears that Namecheap doesn't seem to handle .cpanel.yml when trying to push changes from the repo directory to public_html. Deploy HEAD Commit seems to push excluded files, won't honor --delete to remove files in public_html that are extraneous, etc. Could .panel.yml not being read or executed properly by Namecheap and how they configured cpanel? Not sure, don't have more time to debug.
So, for now. I can go into cpanel, pull from repo, and then use the file manager or terminal to copy over changed files. It is only slightly better than using a local sftp/scp client.
