Plugin system for animation effects

Create a plugin system for creating different full-screen (or layer) animation effects:

• rain
• snow
• star field
• fire
• scrolling background
• wipes
• ... others

Examples of some of these are shown in #123.

This is related to the brush effects in #215 but for the whole screen. It would be best to make these plugins interchangeable.
