Suggestion: Add a current controller redstone relay like block #1105

Basically kind of like the redstone relay it would be good if there was a block which allowed you to configure the amount of electricity you let through. For example if you edited the config to make the large connectors allow to carry 100k fe/t you could feed it into a block and it could have gui like the when adjusting rpm of blocks and you could scroll and adjust how much the block allows through. For example in my create server I'm selling electricity to people with different plans it would be nice if I could configure how much electricity I'm sending them so I don't let them use all the energy on the power grid. This block would help quite a lot overall on multiplayer servers or even in single player to manage how much you're using for factories.
