[review] Statement of need

The introduction to the paper is an excellent description of the need for Q, rather than a need for qtools which gets a small mention.

I think the [presentation](https://github.com/mpurg/qtools/blob/master/docs/tutorials/seminar_2017_03_08/slides.pdf) does a better job of describing the problems qtools is trying to solve.
