Implement a better filter for the seasonal cycle removal function

We should rethink the design of the high pass filter used in the remove_seasonal_cycle function. Better filter designs, such as https://docs.scipy.org/doc/scipy/reference/generated/scipy.signal.butter.html are possible to use.
