Connections and node labels dont render when svg=True but falling back to PNG rendering

When I draw a circuit with svg=True, all the connection dots and node numbers dont show up

The output also seems to still be a rasterized png but that might just be a jupyter notebook thing?

Looks like I dont have pdf2svg installed, and that exception is getting eaten.

Ah yes, the exception gets eaten if pdf2svg is not installed and the fallback is creates a png. I've added a warning.
