Add testcase in tests/test_collaborativerecommender to measure distance

Need to add a testcase to show that the CollaborativeRecommender is properly recommending an add-on based on the shortest distance to the ideal model.

This is going to be migrated to PySpark from Scala. Add the test at the time the job is migrated.
