[Task]: Unblock add-ons blocked as part of a ban when unbanning

Description

#15773 automatically (hard-)blocks add-ons as part of a ban, for bans coming from the admin tools. We should track those so that if the ban is reverted, the add-ons are also unblocked.

We have similar functionality for things we disable as part of a ban, this is an extra layer on top of that. Open question remains about what to do for blocks that were "upgraded" from soft to hard because of the ban, or modified afterwards.

Acceptance Criteria

• Unbanning unblocks add-ons automatically blocked as part of the ban
