[Task]: Upgrade Elasticsearch client libraries to 8.x

Description

Now that we're running Elasticsearch 8.x on all envs we can upgrade the client libs to 8.x and remove ELASTIC_CLIENT_APIVERSIONING=1 from our Dockerfile. Dependabot configuration should also be updated accordingly.

Acceptance Criteria

• Elasticsearch client libraries are upgraded
• Dependabot allows 8.x libs
• ELASTIC_CLIENT_APIVERSIONING is gone from Dockerfile
