[Task]: New blocklistsubmission summary page should show userids of the affected add-ons

Description

When creating a blocklist submission, the summary page presents userful information about the add-ons and the versions that are going to be affected by this action.

I'd like for this page to also show the user ids of the affected add-ons on this page in an easily copy-paste-able way for further actions, if deemed necessary by the ops team.

Acceptance Criteria

• blocklistsubmission/add page shows the list of user ids associated with the add-ons that are to be blocklisted.
• If an add-on has multiple user ids, all of the users associated with that add-on are displayed

Ideally, the list of user IDs is shown as a comma-separated list, so it can be copy-pasted into the user profile changelist page for bulk action.

And/or we include a link to that search result page directly, i.e. /admin/models/users/userprofile/?q=123456%2C78901

The reason I included "or" is that sometimes it can be handy to actually copy the user IDs for further filtering and processing outside the admin tools first, e.g. in a local editor or as part of a redash query. That isn't critical though, if needed, it could also be copied from the search bar in the search result page.

I think this is the best path to let admins easily ban the users.

We should de-duplicate the ids to avoid super large URLs when we're doing a blocklistsubmission that contains a bunch of guids that results in a bunch of authors.
