Import all nonsensitive documentation into this repo

Migrate disparate documentation sources (Google Docs, Mana, etc) into this repository so there is a singular source for all CTMS documentation.

For all documents:

• import to repo in editable format (markdown, odt, rst, etc.)
• delete old contents, include some sort of "deprecation warning" and link to new home in this repo
