When the catalog publisher publishes catalog objects, should it use FORWARD=0 and let the other end(s) control the object delivery?
The reason for clarification is about this statement in the MOQT spec (v16) about how objects may be sent without waiting for PUBLISH_OK.

If the FORWARD parameter is omitted or equal to 1, the publisher will start transmitting objects immediately, possibly before PUBLISH_OK"
In the case of SUBSCRIBE, is it also possible that the full catalog object with new track alias may arrive before the SUBSCRIBE_OK?
