TR.TIME shorter than 11ms gets skipped by delay MODs

Please describe the bug.

Sufficiently short (<11ms) trigger time pings via delay MODs do not reliably execute trigger pings.

Please include the hash displayed at startup and the release of the software (e.g. "Teletype v2.0.1 5f838c9")

What steps are required to reproduce the bug?

1. TR.TIME 1 10
2. DEL M: TR.P 1

this is a byproduct of the scheduler.

fix should be just to threshold the minimum time to 11.
