Fix multiple instances of export on compute server's ~/.bashrc

Currently, when we install R or other software through CJ, it adds new PATH to $PATH variable in ~/.bashrc. We need to put a check to add it only if it is not there. If we already have the line in ~/.bashrc, no need to rewrite it. 

Requires looking at install.pm and adding  necessary checks.
