Option to turn off auto-updating conda environemnt

Hi Hatef,

It would be very useful to add a feature that turns off auto-updating the conda venv when the ssh_config file is changed.

Use case: For creating clusters on the cloud, I can load from an disk image that I created and store on AWS/GCP. This disk image already contains the conda_env. However, because I changed the IP to ssh into the cluster. CJ identifies this as a change and reinstalls is.
