Provide a way to see current problems for a delivery channel

Now you can only find problems for special tags. However, when you are on duty, you are responsible for some (possible more than one) delivery channels (not tags). And there may be several subscriptions for one delivery channel. So, it's very hard to find all the problems.

It would be especially useful when something is broken and lots of alerts trigger.
