Update to new branch protection rules enforcing

We can migrate to the new system.

Also, we find updating 'required checks' annoying and we still require all checks to pass.

No, unfortunately it's not that flexible. I would suggest leaving only actions that build mod_proxy_cluster + clang format as required.

Old style branch protection was deleted. The new ruleset is enforcing now.
