Hand of Salvation reducing all threat at end, not periodically during buff

The tool appears to apply all of the threat reduction from Hand of Salvation when the HoS buff falls off rather than applying the threat reduction at 2% every 1sec as the tooltip reads. The result is a massive threat drop at the end of the HoS instead of the gradual threat reduction throughout.
