Question on LweParams about alpha_min and alpha_max.

In nn.cpp our_default_gate_bootstrapping_parameters, i found that alpha_min > alpha_max and the relevant portion of the code is below:

#define SEC_PARAMS_KS_STDDEV pow(2., -25)   /// Key Switching Params

static const double max_stdev = SEC_PARAMS_STDDEV;

LweParams  *params_in    = new_LweParams (n,    ks_stdev, max_stdev);

Is this the intended behavior or if it might be a bug? Any guidance or clarification would be appreciated.
