support proper versioning system

currently proper versioning is not there between this function app and the event gird subscription action which depends on this
thus , problem comes when any breaking change happens between two

EventGrid Susbcription action must depend on a released version of this function app. .
To make that possible we will make a release of this function app and then will make a release of event gird subscription action
