Website not reachable + last release from 2013 = dead project?

Why do you think that https://bitdeli.com/free is/was the website of BetterPOEditor? I absolutely don't know what's that website...
Before coming to GitHub, BetterPOEditor was only on SourceForge: I didn't publish anything anywhere else about his project.

Looks like it was a bitdeli badge, which apparently was supposed to make informative images about where the people visiting your repository were from looking like this
