feat: Best Of categories that are tied to a parent category need to filter out the competitor selections #201
Description
Currently when a team is judging the best of show they can assign any competitor as the winner of the category. In some cases the list of competitors is filtered based on their division but in other cases it is not filtered by division. This can introduce a user error scenario where a judging team selects a competitor that didn't even enter a carving in that category.
It is desirable to filter the list of eligible competitors based on what categories they entered carvings in as well as potential division they are assigned to.
Example 1: on best of novice shorebirds the list of available competitors that can be assigned as a winner will be filtered by only competitors that entered carvings in novice shorebirds.
Example 2: on the best of show theme the list of available competitors that can be assign as a winner or runner up will be filtered by only the competitors that entered carvings into show them category regardless of the division they are in.
