Acc short notes

• use lab acc init once per accountability issue (or to refresh/update); creates gitignore and scheduler action
• scheduler action calls lab acc schedule and creates a PR with an action to create issues for a person
• the personal issue uses gh issue search to get issues for a person, then lab acc create to fill in the issue template and gh issue create to make their sisue to fill in, runs early morning on specified day of the week
• personal use uses lab acc dates to get the date range for the past week
