Need to be able to rate limit sources

Some feeds shouldn't be hit every 1/2 hour or so when a cron job is scheduled. There should be a way to configure feeds with a rate limiter such as 1 hit per duration. This would allow a crontab to run every 5 minutes or so but still only hit the relevant high frequency feeds rather than burden the once a month kind of feeds.
