Re-train decision forest router during the blueprint planning pass

The routing decisions should change depending on the chosen provisioning and workload. We should use these updated values to refresh the decision forest router. The effectiveness of this change depends on how significantly we change the provisioning.

Note that this has to be done carefully since the blueprint is chosen to intentionally overfit the provided workload whereas the router will need to support potentially unseen queries.
