Add blueprint + workload history to draw upon during planning

Rough idea

• Keep a bank of workload, blueprint, actual perf scores
• During planning, consult the bank. If the blueprint (routing) and workload (query distribution) are "close" enough, use the actual perf scores instead of the predicted ones

The purpose is to prevent bad predictions from causing replan cycles.
