ERROR in config: Unable to download URL

When I run the command “wstool merge https://raw.githubusercontent.com/mit-aera/FlightGoggles/flightgoggles.rosinstall”, I get an error "ERROR in config: Unable to download URL [https://raw.githubusercontent.com/mit-aera/FlightGoggles/flightgoggles.rosinstall]: HTTP Error 400: Bad Request". Is there something wrong with the server?
