Problem:
According to meateam/OSpike#63 issue, we need to add functionality for managing scopes by clients.
Tasks:
- Add management API for scopes in OSpike (When SpikeClient sends requests made by clients).
- Add scopes as part of properties when client registered.
- Add scopes requests and approval functionality for clients (Only in SpikeServer, afterwards, update the OSpike with the management API mention above).
