Add workflow for publication #23

Similar to minkan-chat/client#5: it would be good if we had a ci that publishes on version tags. It should check the version in the Cargo.toml file and publish the source code to crates.io (so cargo install minkan-server is possible) and create a release on github which includes builds for windows, mac and linux (release builds not debug builds!)
