Broken symlinks for skills

The symlinks in the skills directory are broken.
They are links to the directories in the .github/skills but the target dirs are not there any more.

For example this is a broken link
https://github.com/microsoft/skills/blob/main/skills/python/data/blob

This was still correct in the end of January. In this commit the symlinks seem to be good
