[rush] Feature Request: support for pnpm 9's `catalogs` option

pnpm 9 added a nice option to let you define dep versions as constants.

I don't see a way to achieve this with Rush-pnpm.

While search-and-replace isn't hard, it touches a ton of files and packages, and in our case means a ton of reviewers from each team. This'd be a nice way to consolidate things in a single place.
