[WinML] Dependency resolution issues w/ Python sample

If the user is not super-careful to install the Windows App SDK version that aligns with the bootstrapper Python package, the sample can potentially bind to the wrong version of Windows App SDK.

It would be a nice convenience if the helper Powershell script could figure out the appropriate version to go install and optionally do that step (or alternatively guide the user for that). The code could optionally try to specify minimum versions to help keep things in-sync.
