9p client truncates modified time nanoseconds field to zero when setting it

Repro Steps

Please reopen issue #7581. A bot mistakenly closed it, but the problem still remains. All relevant info is in this closed issue.

I also could reproduce it with these steps:

cd /mnt/c/Users/User/Desktop/
touch file1
touch file2 -r file1
stat file1
stat file2

Expected Behavior

See above.

Actual Behavior

See above.

Set-ExecutionPolicy Bypass -Scope Process -Force
.\collect-wsl-logs.ps1

The scipt will output the path of the log file once done.

Once completed please upload the output files to this Github issue.

I looked into this a while ago and I believe this is either a limitation of the 9p protocol itself, or an issue in the 9p client in Linux (I think the later, but I might be misremembering).

In #7581 you wrote that "we have confirmed this is an issue with the Linux kernels 9p client code". So I hope the client can be fixed. :)
