ctrl + alt key combination doesn't work as alt-gr key

in my keyboard many symbols require me to press alt-gr(ctrl+alt) + a number. for example $ require combination of alt-gr +4. in cases where number is on the left porsion of the keyboard, ı can use alt-gr key on the right side of spacebar. However [ requires number 8 and using alt-gr key and a number on right side of the keyboard is difficult. in any text editor or windows terminal ı can use ctr+alt key combination as alt-gr. is there anyway ı can use this key combination in wsl bash?
