[Bug - Partner Center] My extension was rejected due to blocking non-US access

Describe the bug
My extension was rejected for the following stated reasons in my Partner account:

There was an issue with URLs included in metadata. Issue found in: https://claimzap.app/
The links were blocked for safety reasons.

There was an issue with the privacy policy included in metadata. The privacy policy URL is inaccessible or blocked.

I believe this occurred because my app and site is specifically for US healthcare providers and any access outside the US is blocked to the site. As indicated in the available markets setting of my app, it is also restricted to the US.

I believe a non-US reviewer was prevented from accessing pages on the site and therefore rejected the extension, when it works for the authorized audience, users in the US.

To Reproduce
Steps to reproduce the behavior:

1. Attempt to access claimzap.app from outside the US.

Expected behavior

1. Allow US users, block all others.

I have disabled the geoblocking for now but i can't resubmit for review because "Can't publish extension as your extension has not been modified since last publish."
