Remove `merge_conda_files`

🚀 Feature

InnerEye jobs currently call the function merge_conda_files when creating the python environment. This function was removed from hi-ml and has had to be added into InnerEye, but should be removed here too as it is messy and can cause significant problems, especially when trying to combine the locked python env with others.
