[Feature Request]The source of model downloads

I am conducting tests for model downloads using the models available in the Foundry Local list. If a model is not included in the Foundry Local list, can I directly communicate with Azure AI Foundry to obtain the model for download? Can the fine-tuned Phi-3 model in Azure AI Foundry be downloaded and used in Foundry Local?
