Task Recording extension & licensing query

Hi,
Just wondering why the extension isn't in the chrome webstore, what the licensing is for it, and if there's anything preventing me from putting an unsupported version of it up so we don't need to have developer mode enabled to use it?

We have a team of people who will be using the feature, and it would be great to just send a link to it.
